TO CONDUCT A MAPPING STUDY OF MODELS OF GOOD PRACTICE IN WOMEN?S
HEALTH IN SEVEN EU COUNTRIES

TENDER TITLE: Invitation to tender to: Conduct a mapping study of
models of good practice in women?s health in seven European
countries.

TENDER DESCRIPTION: The report will map women?s health strategies
and action plans in seven European countries. The research will
identify and map the countries focus and investment in Women?s
Health across the lifespan and provide?models of good practice. The
report will focus on gender, geography, poverty, age and ethnicity as
important intersecting determinants of health that impact women.
The report should conclude with recommendations built on available and
identified evidence base that women?s health inequalities need to be
addressed and integrated in policy, programmes education, training,
research, data collection and analysis.

1. BACKGROUND

1.1 EUROPEAN INSTITUTE OF WOMEN?S HEALTH

Founded in **Apply on the website**, the European Institute of
Women?s Health (EIWH) is a non-governmental organisation (NGO) that
uses an evidence-based to advocate for an equitable, sex and gender
sensitive approach in health policy, research, promotion, treatment,
and care. The Institute promotes biomedical and socio-economic
research that addresses sex and gender-based differences to ensure
access to quality treatment and care for women and their families
across their lifespan. The EIWH strives to reduce inequities by
drawing policy maker?s attention to the obstacles that women in
minority, migrant, refugee and socio-economic disadvantaged groups
face. The Institute?s activities work to empower individuals to play
an active part in their own health management. The UN Sustainable
Development Goals (SDGs) should be integrated into European health and
well-being programming, policy, and practice. Concerted efforts should
be devoted to promoting and achieving SDG 3 (good health and
well-being) 5 (gender equality) and **Apply on the website** (reducing

can do more to follow suit and must make women?s health and equality
a central focus.

1.2 STUDY RATIONALE

Equality between men and women has been a priority of the European
Union since the treaty of Rome over **Apply on the website** years
ago. **Apply on the website** marked twenty-five years since the
Beijing Declaration and five years of the UN?s Social Development
Goals (SDGs) yet large sex and gender inequities continue to persist..
Many governments over the years have committed to the eradication of
gender inequalities, however progress has been slow, discrimination
against women persists and the target of equality for all genders has
never been attained. The above issues are also true regarding matters
pertaining to women?s health. Huge variation in investment and
progress in woman?s health issues exist within Europe and globally.
The study wishes to highlight ways seven different European countries
have created woman?s health strategies/policies to address issues in
woman?s health both disease specific and systemic policy issues.
Focusing on successful and positive ways to improve various aspects of
woman?s health can provide guidance for policymakers interested in
equitable health.

2. STUDY REQUIREMENT

2.1 DELIVERABLE

The EIWH are seeking to commission an appropriately qualified person
or a team of professionals to carry out a mapping of women?s health
strategies in Belgium, England, France, Ireland, Italy, Scotland and
Sweden. This will include but not be limited to demographic and
socio-economic trends at EU level, life expectancy, healthy life-years
and causes of death across the EU Member States; factors affecting
woman?s health and well-being across the lifespan, biological and
social determinants of health and health inequalities.

The report will map woman?s health strategies and action plans in
seven European countries. Questions to be answered include what was
the evidence base for initiating the processes in each country; why
was it initiated and by whom; what age groups were included and why;
level of government investment in woman?s health across the lifespan
in these countries; identify how the priorities were decided and how
health inequalities were addressed and integrated; the level of
involvement of women themselves; professionals education and training
and involvement of research agencies and data collection analysis.

Recommendations and conclusions will be provided in the report.

The study is to be presented in the format of a report, which is
intended to educate and increase awareness amongst a wide audience
including policy makers at EU, national and regional levels as well as
including to other stakeholders such as educators, healthcare
professionals, NGOs and patient organisations.

2.2 TIMEFRAME

it is anticipated that a contract will be awarded by the beginning of
March with the contract to commence at the earliest opportunity
following award. All work and the final report are to be completed
within an anticipated 6 months and is envisaged to be completed by 1

2.3 BUDGET

should be covered within this cost.

Suitably qualified and skilled professionals are invited to express
their interest to undertake this work. Interested parties are asked to

* A letter outlining their suitability and capacity to produce the
research described in section 2.1. Please summarise your understanding
of the requirements and of the relevant subject matter knowledge,
making reference to relevant experience of having undertaken similar
work previously.
* A full EU Pass CV of the lead investigator must also be submitted,
providing details of academic and professional qualifications relevant
to this project.
